Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The scope of work involves the re-roofing of Building 112. The work includes but is not limited to removal of existing roof (primarily 2-ply modified bituminous), temporary removal of roof top mechanical equipment, designated substance removals (hazmat), minor deck repairs, installation of: new roofing system, cable lifeline system, and a steel maintenance walkway; and reinstallation and commissioning of roof top equipment.
Description of the Services
Contractor and sub-contractors will be required to remove and dispose of existing roofing membranes/metal flashings and designated substances. Work will include temporary disconnects of mechanical and electrical systems. Supply and install new roofing systems (expected to be 2-ply modified bituminous for the flat portion and Ketone Ethylene Ester (KEE) for the barrel portion). The rough order of magnitude value of the contract is $2,500,000. It is anticipated that this procurement will be initiated in Spring, 2022. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors and sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors and sub-contractors are asked to submit their request prior to December 22, 2021 quoting the following information:
- Contract number PF 500005404; and
- Level of clearance requested to be sponsored for.
