Replace Airfield Lighting Power Centre (ALPC), Controls and Monitoring Systems - CFB Trenton
(with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Project and Services
The projects involve replacing the existing ALPC and the associated lighting control and monitoring systems. The construction will have two (2) parts, procured separately.
Part 1 is anticipated to consist of the general construction of site services and concrete foundations which may include, but not be limited to, concrete pads for the ALPC, concrete encased and direct buried ducts, concrete pulpits, padmount transformer, power and airfield lighting cables, electrical grounding, parking pad, and bollards.
Part 2 is anticipated to consist of prefabrication, transport and installation or site erection of a new ALPC at the manufacturer’s plant and the transport and installation of the ALPC at CFB Trenton. The prefabricated ALPC will contain a standby diesel generator and the airfield electrical distribution equipment required to energize all airfield lighting systems (i.e. runway, taxiway, and approach lights). Also Part 2 includes re-use of the existing PLC controls in the control tower and ALPC building, connection of the airfield lighting power cable to the new ALPC, and commission of the complete system.
Overall estimate for the project is: $6,000,000.00.
The site is located at Canadian Forces Base 8 Wing Trenton within the operations zone.
It is anticipated that the procurement for these projects will be initiated in the period of April, 2018 through October, 2018. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
For this contract, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can get sponsored through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to January 22, 2018 quoting the following information:
- Contract number C001747; and
- Level of clearance requested to be sponsored for.
Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Allanah Walsh (contact info below) indicating:
- Name of the firm
- Contact person
- Level of clearance previously requested to be sponsored for
- Organization number assigned by CISD (if received)
