Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project is the construction of a new lab space located at the Royal Military College of Canada (RMCC), Canadian Forces Base (CFB) Kingston. The project includes alterations to an existing computer lab to accommodate a new conference room and includes the construction of specialized walls, ceiling and floor, provision of new doors and hardware, new lighting as well as the relocation and redesign of HVAC, electrical and communication infrastructure. The total floor area affected is estimated to be 120 square meters.
Description of the Services
A General Contractor is required to construct the new room from a complete set of drawings and specifications. The scope of construction includes building construction, commissioning and testing required for Owner beneficial occupancy.
Overall construction value is estimated at $375,000.00. The tender is expected to be advertised in the fall of 2022. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid Facility Security Clearance at the level of SECRET with approved Document safeguarding at the level of SECRET issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Contractor or Sub-contractors’ personnel requiring access to CLASSIFIED information, assets or sensitive site(s) must EACH hold a valid personnel security screening at the level SECRET, as required, granted or approved by the CSP, PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors are asked to submit their request prior to December 22, 2021 quoting the following information:
- Contract number KGN-122105-B amendment #2; and
- Level of clearance requested to be sponsored for.
