Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub trades an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project is the construction of a multi-purpose facility located in Kingston Ontario. The facility includes functions such as: office space, maintenance bays area, wash bay, training classrooms and storage areas. The facility will be constructed to meet LEED Silver standard and will be approximately 9,400 m2 gross floor area.
Description of the Services
A General Contractor is required to construct the facility from a complete set of drawings and specifications. The anticipated scope of construction includes all site-works, building construction, commissioning and testing and furniture installation required for Owner beneficial occupancy. Estimated value of the project is $20,000,000.00. The tender is expected to be advertised in the fall/winter of 2018. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
All Contractors and sub trades required for the construction of the building (excluding site-works) will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The General Contractor will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
All sub-contractors required for site-works will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor personnel requiring access to the building must EACH hold a valid SECRET STATUS, granted or approved by CISD/PSPC.
The Contractor personnel requiring access for site-works must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PSPC.
Process
Consultants and contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants and contractors are asked to submit their request prior to March 1, 2018 quoting the following information:
- Contract number IE090428DC R1 and
- Level of clearance requested to be sponsored for.
