Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The General Construction Standing Offer Agreement (SOA) Contract is to provide skilled licensed labour, tools, equipment, transportation, supervision and material for minor construction and repairs, reactive and preventative repairs, modifications, minor installations and inspections for all buildings’ structural, architectural, electrical, mechanical, and water utilities systems at CFB 22 Wing North Bay.
Estimated project value is $300,000 per year for up to 3 years.
Description of the Services
The General Construction SOA Contract may include but not necessarily limited to the following services:
- Carpentry and Millwork
- Electrical
- Concrete and Masonry
- Asphalt Paving
- Plumbing
- Flooring
- Painting
- Roofing
It is anticipated that the procurement for this project will be advertised in the Winter of 2022. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Contractors will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CSP, PWGSC.
Sub-contractors personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CSP, PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors are asked to submit their request prior to Dec 22, 2021 quoting the following information:
- Contract number NB220014; and
- Level of clearance requested to be sponsored for.
