Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested firms an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
To supplement the maintenance being provided by DND personnel, the proposed maintenance contract will provide services for only some of the buildings on the base. The scope is to cover approximately 51 buildings at Garrison Petawawa with a gross floor area of 130,000 square meters initially. The potential exists for the gross floor area to increase to 165,000 square meters over the life of the contract as new infrastructure comes online. In addition to buildings, there is an airfield, parking lots, sidewalks, roads, and site utilities. Building types include office/administrative, industrial, garages, storage facilities, and aircraft hangars.
Estimated project value is $5,000,000 per year for the initial term. It is anticipated that the initial contract period will be 5 years, with up to 5 additional years of renewal options.
Description of the Services
The Contract will consist of facilities management and maintenance services that include, but not necessarily limited to, inspection, testing, maintenance, preventative maintenance, and repairs (ITMR) of equipment and systems (or subset thereof) as follows:
- Building Envelope Maintenance
- Door Systems (ITMR)
- Electrical Systems (ITMR)
- Site Utilities
- Elevator and Lifting Systems (ITMR)
- Fire Detection and Suppression Systems (ITMR)
- Generators and Auxiliary Power Units (ITMR)
- HVAC & Refrigeration Systems (ITMR)
- Plumbing Systems (ITMR)
- Life Safety Systems (ITMR)
- Structural and Architectural Elements (ITMR)
- Overhead and Hanger Door Systems (ITMR)
- Racking and Shelving (ITMR)
- Intrusion Alarm/CCTV/Access Control (ITMR)
- Environmental Services (Waste Oil/Fuel Tanks)
It is anticipated that the procurement for this project will be initiated over the winter in 2019/2020 with services to start in November 2020. This is conditional on the project receiving approval to proceed by DND.
SECURITY REQUIREMENTS
For this contract, the Contractor must, at all times during the performance of the Contract, hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD, Public Service and Procurement Canada (PSPC).
The Contractor personnel requiring access to Security Zones must EACH hold a valid SECRET STATUS, granted or approved by CISD/PSPC. Work in Security Zones consist of:
- All work that is to occur in the building interiors.
- All exterior work within the General Restricted Area (GRA). The GRA consists of the fenced airfield and MPC compounds
Overall, work in Security Zones is expected to be over 95% of the on-site work under this contract.
The Contractor personnel requiring access to Operations Zones must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PSPC. Work in Operations Zones consists of:
- Site and civil works that occur outside the fenced General Restricted Area.
- Work on building exteriors outside the GRA.
Overall, work in Operations Zones is anticipated to be less than 5% of the on-site work under this contract.
PROCESS
Contractors and potential sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/. Contractors are asked to submit their request prior to July 8, 2019 quoting the following information:
- Contract number 9160-125176;
- Level of clearance requested to be sponsored for.
