Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.

Description of the Program
To supplement the maintenance activities being conducted by DND personnel, maintenance services contracts may be required for the Inspection, Testing, Maintenance (ITM) and Repair of various systems in multiple facilities located at: Canadian Forces Base Kingston and the Royal Military College of Canada (RMCC).

Description of the Services

Ammonia Refrigeration & Plant Operation ITM (RMC Skating Rink)
- Daily inspection and maintenance of RMC rink as well as the annual shut-down and start-up activities. Annual inspection and servicing of compressors and all other equipment comprising the ice plant, including compressors, chillers, pumps, piping, evaporative condenser, fans, sumps, safeties, associated controls, and control systems, will be scheduled, and completed between 01 June and 01 August, for each year of the requirement.
Transformers, Sub-stations & High Voltage Electrical Distribution System ITM
- Monthly, semi-annual, and annual cleaning and inspection on transformers. Inspection of gaskets, tanks, gauges, control wires, connections, terminal, and nameplates for cracks or wear.
- Thermographic Imaging and oil analysis annually.
Low Pressure Boilers (Tankless Water Heaters) ITM
- Annual inspection, cleaning and flushing of tankless/on-demand water heaters to remove any mineral deposits.
- Confirm proper functionality of pressure relief, combustion chamber, burner flame, heat exchanger, vents, fan water filters and ignition rod and motor.
Fume Hood ITM
- Annual inspection and certification of 78 fume hoods at RMC. Includes verification and documentation of equipment controls (Phoenix Controls) per ASHRAE-110-2016 standard.
- Work to take place annually during RMC reading week, typically 2nd week of February.

It is anticipated that the procurement for these projects will be initiated starting in Spring/Summer 2022. This is conditional on the project receiving approval to proceed by DND.

The typical term for the ITM contracts at CFB Kingston is three (3) year initial term with an optional two-year extension period for a total of five (5) years in total.

The cost of services for each of the ITMs are estimated to be in the following rough order magnitude:

Ammonia Refrigeration: $450,000.00 Initial 3 Year Term ($150,000.00 per year)
Transformers: $525,000.00 Initial 3 Year Term ($175,000.00 per year)
Low Pressure Boilers: $300,000.00 Initial 3 Year Term ($100,000.00 per year)
Fume Hoods: $69,000.00 Initial 3 Year Term ($23,000.00 per year)

Security Requirements
For these contracts, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

Contractor and sub-contractor personnel requiring access to the work site(s) will be required to hold a valid RELIABILITY STATUS Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors are asked to submit their request prior to Dec 22, 2021 quoting the following information:
