Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Work for this project includes mechanical and control upgrades to AHU#3 in Building MB38, located at Canadian Forces Base Kingston.
Description of the Services
A Mechanical Contractor is required to replace the pneumatic controls on one AHU as they currently are prone to failing open without reset during a power loss. This results in a large volume of heat being delivered to the North section of the Building. Scope of work expected to include an update to the controls by removing the compressor, pneumatic airlines, pneumatic control valves and relays and replacing with DDC equipment compatible with existing Delta controls. Also, commissioning and testing will be required prior to close of contract.
Overall construction value is estimated at $500,000. The tender is expected to be advertised in the fall of 2022. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, as required, granted or approved by the CSP, PWGSC.
Sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors are asked to submit their request prior to December 22, 2021 quoting the following information:
- Contract number KGN-500254830-C; and
- Level of clearance requested to be sponsored for.
