ENTRY CONTROL FACILITY - Borden, Ontario

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project is the construction of Entry Control Facilities located in Borden, Ontario. This project intends to improve the capabilities of the access control facilities at the North and South entrances of the base. The site development area is approximately 19,400 m3 at the North entrance and approximately 3,800 m3 at the South entrance.
Description of the Services
A General Contractor is required to construct the Entry Control Facility(s) from a complete set of drawings and specifications. The scope of construction includes all site works, building construction, commissioning and testing required for Owner beneficial occupancy.
The project will consist of construction that includes but not necessarily limited to the following:
- Demolish guardhouse at north gate;
- Provision of various mechanical, electrical and telecommunications works (i.e. new, relocation; upgrades);
- Earth works and civil works including road construction, paving, parking areas and site services (i.e. new, relocation, upgrades);
- Site restoration;
- Construction of two new security buildings; and Installation of barriers.
Estimated value of the project is $6,000,000. The tender is expected to be advertised in the spring / summer of 2018, using a stipulated sum/low bid format. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
For this Contract, General Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Contractor and sub-contractor personnel requiring access to the work site will be required to hold a valid RELIABILITY STATUS Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to January 5, 2018 quoting the following information:
- Contract number N.000113; and
- Level of clearance requested to be sponsored for.
Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Allanah Walsh (contact information below) indicating:
- Name of firm
- Contact person
- Level of clearance previously request to be sponsored for
- Organization number assigned by CISD (if received)
