Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors and Sub-Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project will consist of removing and disposing existing concrete pads and replacing with new concrete pads. The existing concrete ramp requiring replacement has an area of approximately 30,000 SQM and was constructed in 1950. The existing thickness of the concrete is 355 mm in depth on compacted sand/granular subgrade.
The location of this project is located in the isolated area of Goose Bay, Labrador at the military Base of 5 Wing Goose Bay. This poses various challenges due to the location of Goose Bay and the relatively short construction season. Goose Bay is a small Town of approximately 7,500 people located in central Labrador in the province of Newfoundland and Labrador. It is accessible by Air and it is connected by road to Baie-Comeau, Quebec by a 1,116 km road which is still gravel in some parts. Goose Bay is also connected by a 600 km gravel road to the South Coast of Labrador to Blanc-Sablon, Quebec. A ferry service exists on yearly basis between Blanc-Sablon and St. Barbe in the Province of Newfoundland of Labrador. Goose Bay is also accessible by water between the months of June to October every year. There is no regular ferry service to Goose Bay but a small ferry exists but is used only to service the small coastal communities of Labrador. The location of this project poses various challenges consisting of the very short construction season and also on the delivery of equipment/materials to Goose Bay. A small concrete plant currently exists in Goose Bay and is active during the construction season.
Description of the Services
This project will consist of removal of entire existing concrete ramp constructed in 1950 and 355 mm thick. The existing concrete ramp will be replaced with new concrete slab, cut new concrete into 7.6 m slabs and install crack sealing on all slabs.
It is anticipated that the procurement for these projects will be initiated in the period of January/February 2017 timeframe. The work is to be completed during the period of May to October 2017 timeframe. This is conditional on the project receiving approval to proceed by DND. Overall project value is estimated at $12,000,000.00.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Contractors and Sub-Contractors that do not meet the stipulated security requirements can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors and Sub-Contractors are asked to submit their request prior to November 15, 2016 quoting the following information:
- Contract number GB16026; and
- Level of clearance requested to be sponsored for.
