ADVANCE PROCUREMENT NOTICE
MODIFIED DESIGN-BUILD OF MULTI-PURPOSE BUILDING
YELLOWKNIFE, NWT
(WITH SECURITY REQUIREMENTS)
PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Design-Builders an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
DESCRIPTION OF THE PROJECT
This project will be to design and construct a dedicated, central facility for DND/CAF personnel in Yellowknife, NWT. The new Multi-Purpose Building will provide office space, classrooms, assembly area, warehousing, and vehicle maintenance facilities. Design-Builders are advised that the contract will include provisions for Indigenous participation.
DESCRIPTION OF THE SERVICES
The scope of work for this project will include, but not limited to the following:
• The design and construction of an approximately 6,000 m2 facility on a fenced 5-hectare site.
• The design performance goal will have a minimum LEED Silver rating while aspiring to achieve a Net Zero carbon ready facility
• Preparation of Drawings and Specifications and preparation of indicative and substantive estimates
It is anticipated that this procurement will be initiated in Winter/Spring of 2020. This is conditional on the project receiving approval to proceed by the DND. The construction cost of this project is estimated at $50,000,000.00.
SECURITY REQUIREMENTS
Design-Builders will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
PROCESS
Design-Builders that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Design-Builders are asked to submit their request prior to December 31, 2019 quoting the following information:
- Contract number 70588; and
- Level of clearance requested to be sponsored for.
