Defence Construction Canada – Request for Abbreviated Proposals for EPC Technical Support Consultant Services – Standing Offer – EPFS1601
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to provide “as and when required” professional services specific to Department of National Defence (DND) requirements for technical support consultant services in support of Energy Performance Contracts (EPCs) at various locations across Canada.
The objective of this RFAP is to select two (2) firms, who will sign a Standing Offer (SO) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $600,000.00, for a period of four (4) years from the date of establishment. In order to meet the various linguistic requirements across different locations in Canada, the Standing Offer will be established with qualified firms as follows:
- One (1) firm demonstrating capability in English; and
- One (1) firm demonstrating bilingual capability (English and French).
If mutually agreeable between the Consultants and DCC, the SO may be extended for up to one (1) additional year period.
Call-ups under the SO are expected to be valued between $5,000 and $20,000 and the maximum value of a Call-up is $25,000.
The SO is not a commitment by DCC to spend the entire amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The objective of this Request for Abbreviated Proposals is to select the Proponent with the highest total score, including a price element, for each of the two (2) linguistic capabilities.
This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
