Defence Construction Canada – Request for Abbreviated Proposals: Standing Offer Agreement for Designated Substances and Hazardous Materials Survey Consultant Services, Stony Point, Ontario

In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the commissions will be managed, Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer Agreement (SOA) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at Stony Point, Ontario.
Consultants are advised that this procurement has been set-aside under the Federal Government Set-Aside for Aboriginal Business, in accordance with the Procurement Strategy for Aboriginal Business (PSAB).
The objective of this RFSOA is to select one (1) firm, who will sign an SOA with DCC to provide services on an “as and when required” basis to a maximum estimated value of $30,000.00, for a period of one (1) year from the date of award.
If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to four (4) additional one year periods and increased in the order of up to $120,000 at any time. The total possible maximum value for the SOA is $150,000 and in this regard the SOA would expire at the end of five (5) years or when the maximum value of $150,000 has been met, whichever comes first.
Call-ups under the SOA are expected to be valued between $5,000 and $30,000; the maximum value of a Call-up is $30,000.
The SOA is not a commitment by DCC to spend the entire amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP.
