Environmental Consulting Services for RP Ops North Program

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential program with anticipated security requirements to provide interested consultants and sub-consultants an opportunity to apply for security clearances. Note that there is no guarantee that this program will proceed.
Description of the Program
Real Property Operations (RP Ops) North is responsible for operation and maintenance of buildings and structures accommodating Northern Operations as well as their surrounding areas. The environmental consulting services to be provided under this program are not in support of infrastructure. The work will be located in various sites in the Yukon, the Northwest Territories, Nunavut, Northern Quebec, and Labrador.
Description of the Services
The overall program value is estimated to be in the order of $6,000,000 over three (3) years. The majority of projects under this program are estimated to be between $30,000 and $650,000.
It is anticipated that the procurement associated with this program will start in winter 2018. This is conditional on the program receiving approval to proceed by the Department of National Defence (DND).
The program will consist of environmental projects that may include, but are not limited to, the following services:
- Phased Environmental Site Assessments including all stages of the Federal Approach to Contaminated Sites and DND’s Contaminated Site Remediation Framework;
- identification of suspect sites, historical reviews, water quality studies, air sampling, soil sampling, options analysis, remediation and risk management strategies, risk assessments, habitat studies, permit applications, geophysical surveys, hazardous materials surveys, sustainability studies, tender phase services, confirmatory sampling, reports, compliance assessments, closure audits, cost estimates.
- Geotechnical Engineering;
- slope stability assessments, landfill stability, geotechnical support, topographical surveys, soil and bedrock stratigraphy interpretations, hydrogeology and hydrology assessments.
- Archaeological Services.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting to this possible future program procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Consultants are asked to provide the following information:
- Contract number MPYK0008; and
- Level of clearance requested to be sponsored for.
