Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The purpose of this project is to retain Professional Airfield Engineering Consultant services to support the A4CE Airfield Engineering group in the assessment, planning, maintenance, design and implementation of airfields and airfield related services for the Department of National Defence and Canadian Forces Operations. Additional technical services supporting the project may also include, but are not limited to, land surveying, materials testing, geological and environmental studies.
Description of the Services
The Department of National Defence (DND) will retain professional engineering services for Airfield planning, design and construction projects. The consultant will augment the Canadian Air force Airfield Engineering group located at the 1 Canadian Air Division in Winnipeg, Manitoba.
The anticipated multi-year project requires airfield specific technical engineering expertise for various DND locations across Canada, including the Territories / Arctic.
The types of projects the consultant can be expected to be involved with may include, but are not limited to, the following:
- New or rehabilitation of taxiways
- Various types of airfield pavement repairs and resurfacing
- Apron slab replacement/repairs
- Resurfacing of Runways and Taxiways
- DND Airfield Materials Specification Review & Update
Overall project value is estimated at $1,500,000.00 with the maximum value of any individual project estimated to be $150,000.00. It is anticipated that the procurement for these projects will be initiated in August 2018. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid REALIABILITY STATUS, granted or approved by CISD/PWGSC.
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to August 13, 2018 quoting the following information:
- Contract number AC181902; and
- Level of clearance requested to be sponsored for.
