Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential Standing Offer Agreement with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The objective of this Standing Offer Agreement is to provide the necessary ‘as and when required’ environmental services to MARL SE in support of the MARLANT Contaminated Sites Program.
Overall Standing Offer Agreement (SOA) value is estimated at $5,600,000.00 over four years.
Description of the Services
The Standing Offer Agreement scope of work is to provide, but may not be limited to, the following services:
Historical Reviews and Gap Analysis, Phased Environmental Assessments, Qualitative / Quantitative Human Health and Ecological Risk Assessments, Development and Cost Estimating of Risk Management Strategies, including Remedial Action Plans and Risk Management Plans, Evaluation of Remedial/Risk Management Technologies, Minor Remediation, On-Site Services during Remediation, Climate Adaptation/Resilience Assessments, Public Consultations, Site Management of large environmental datasets, including the use of GIS, Monitoring Programs for various media, including Ground Cover Inspections, Hydrogeology/Hydrology Assessment, Peer Reviews, Determination of Environmental Liability, Contaminated Site Audits/Site Closure Reporting.
It is anticipated that this procurement will be initiated in February/March 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultant/Offeror will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Consultant/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/english/contractors_consultants/
Consultants are asked to submit their request prior to January 4, 2021 quoting the following information:
- Contract number HX210013 AMENDMENT 1; and
- Level of clearance requested to be sponsored for.
