Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors and Sub-Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Facility Maintenance Contract will require multi-trade and single trade Contractors to provide facility maintenance services and implement minor construction/repair projects for buildings of varying size and complexity in the Department of National Defence (DND) infrastructure portfolio in support of Canadian Forces operations in St. John’s and surrounding areas in Newfoundland.
Locations may include, but are not limited to St. John’s, Emerald Vale Training Area, the Cambrai Rifle Range, Corner Brook, Gander, Stephenville and Grand Falls. The Contract will consist of facilities management, maintenance services and minor construction projects that involve inspection, testing, maintenance, preventative maintenance, and repairs of equipment and systems. Additional services supporting facility management may also include help desk services, job tracking and management, preventative maintenance and demand maintenance program scheduling and implementation, off-site systems monitoring, and service management and coordination.
The Total Potential Opportunity is estimated at $7,350,000 over seven years.
Description of the Services
The Project will consist of facilities management and maintenance services that include inspection, testing, maintenance, preventative maintenance, and repairs, not necessarily limited to the following:
- Windows, walls, trim, ceilings, roofing and building envelopes
- Doors and door systems
- Electrical systems and generators
- Heating, ventilation, air conditioning and refrigeration systems (HVACR) and HVACR controls
- Life safety systems
- Plumbing systems
- Security and access control systems
- Intrusion alarms
- Specialty services (e.g. cranes, overhead doors)
Additional services may include:
- Environmental management services
- Painting, drywall, plaster, flooring and other interior finishes
- Masonry and concrete repairs
- Welding services
- Landscaping, roads and grounds maintenance services
- Fencing and gate repair
- Minor earthworks
It is anticipated that this procurement will be initiated in Dec 2021 / Jan 2022. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Contractor will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued by Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Intrusion Alarm Sub-Contractor will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued by Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). Other Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS).
The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
The Contractor personnel requiring access to CLASSIFIED information, assets or sensitive site(s) must EACH hold a valid personnel security screening at the level SECRET granted or approved by the CSP, PWGSC.
Process
Contractors and Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).

- Contract number SJ322871; and
- Level of clearance requested to be sponsored for.
