Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The objective of this project is to develop and deliver safety training services on an "as and when required basis"
to increase the safety and environmental training available to MARLANT personnel regarding applicable safety and environmental requirements and to reduce the risk of legal and policy infractions.
Description of the Services
The project is to procure a Standing Offer Agreement with a contractor to develop, deliver and continually improve MARLANT specific training requirements. Examples of the types of environmental and safety courses the contractor will be expected to provide include, but not limited to: Safety and Environmental Compliance Awareness Training, Accident Investigation Training, Safety Committee Training, Spill Response, Petroleum Storage Tank Inspections, Lock-out/Tag-out, Fall Protection and Basic Rescue Training, High Voltage Awareness, Safety and Environmental Management System Training.
The contractor will be required to develop and update training packages/courses as needed based on MARLANT specific requirements and the packages shall be delivered in both English and French. The contractor shall develop and maintain e-learning packages for specific training requirements in both English and French. The delivery format (face to face delivery or e-learning) will be specified depending on training requirements.
Training must be consistent with the requirements of Federal Environmental Regulations and requirements, as well as, the Canada Labour Code Part II (CLC Pt. II), Canada Occupational Health and Safety (COHS) regulations and Canadian Standards Association (CSA) standards.

Directorate (CISD), Public Services and Procurement Canada (PSPC).
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of Reliability, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).
