Shearwater Wing TIS Upgrade

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Shearwater Wing TIS Upgrade consists of the construction of a new PSF (personnel and shop facility). The PSF will be a single story, slab on grade building, with a flat roof intended to house approximately 50 employees. There will be offices and workbenches, as well as some storage areas and garage space. It will be just under 2000 sq.m. Associated exterior work will consist of construction of a parking lot, construction of a new retaining wall and general curb / sidewalk work including some general landscaping.
The overall program value is estimated at $6,200,000.00.
It is anticipated that the procurement for this project will be initiated early May 2019.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-consultants and sub-contractors will be required to hold one of the following:
• A valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY STATUS, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC); OR
• A valid Facility Security Clearance (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Prime Contractors interested in bidding on this opportunity will be responsible to engage appropriate sub-trades to get the required security clearances.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link:

Contractors are asked to submit their request prior to November 18, 2018 quoting the following information:
- Contract number C.001023.04 and
- Level of clearance requested to be sponsored for.
