Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to land surveying, materials testing, geological and environmental studies.
Overall program value is estimated at $20,000,000.00 with the maximum value of any individual project $5,000,000.00
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- Facility Condition Assessments, (Consultant Services)
- Regional Fire Suppression Contract
- Options Analysis for Fire Suppressions/Water
- Options Analysis – NAD closure
- Building Envelope Repairs
- Shield Doors replacements, upgrade Building PA system, and repair corrosion on shield doors.
- Maintenance Contracts /programs – high voltage transformers, rack out circuit breakers-various areas.
- Relocate CCFL personnel to D201
- Upgrade Shield access control systems, humidification systems
- Security Upgrade projects
- Access control systems various buildings
- Gate Security Projects –various areas
- Facilities Maintenance – DRDC, MHTC/XYZ
- Elevator Inspection & Maintenance
- Construct ready use Magazines
- Construct New Comms Bldg.
- Install /Upgrade IA/AC systems
- Provide Adequate Cooling /power capacity
- Infrastructure support to EWSS Installation
- GDSSN Migration for Halifax Fire & Intrusions Alarm
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2016 through March 31st 2017. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor personnel must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid personnel security screening at the level of SECRET granted or approved by CISD/PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

Contractors are asked to submit their request prior to March 31, 2017 quoting the following information:
