Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project will construct a new 295 square metre addition to Building 116 to include office space, secure rooms for interviews and CCTV/alarm monitoring systems and renovate the existing 246 square metre space to provide an evidence room, client/solicitor meeting room, lunchroom and equipment storage.
The overall program value is estimated at $3,457,000.00.
It is anticipated that the procurement for this project will be initiated early May 2019.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
The Contractor personnel must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid personnel security screening at the level of RELIABILITY granted or approved by CISD/PSPC.
Prime Contractors interested in bidding on this opportunity will be responsible to engage appropriate sub-trades to get the required security clearances.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link:

Contractors are asked to submit their request prior to November 12, 2018 quoting the following information:
- Contract number N.003001 and
- Level of clearance requested to be sponsored for.
