Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Project
The Facilities Management Program will require multi-trade and single trade contractors to provide facility maintenance services for buildings of varying size and complexity in the Department of National Defence (DND) infrastructure portfolio in support of Canadian Forces Operations. The Project (s) will consist of facilities management and maintenance services that involve inspection, testing, maintenance, preventative maintenance, and repairs of equipment and systems. Additional services supporting facility management may also include: help desk services, job tracking and management, preventative maintenance and demand maintenance program scheduling and implementation, offsite systems monitoring, and service management and coordination.
Value is estimated at $3,000,000.
Description of the Services
The Project(s) will consist of facilities management and maintenance services that include inspection, testing, maintenance, preventative maintenance, and repairs, not necessarily limited to the following:
- Windows, doors, roofing and building envelopes
- Door systems
- Electrical systems and generators
- Heating, ventilation, air conditioning and refrigeration systems (HVACR) and HVACR controls
- Life safety systems
- Plumbing systems
- Security and access control systems
- Specialty services (e.g. cranes, overhead doors)
Additional services may include:
- Cleaning, janitorial and laundry services
- Environmental management services
- Integrated pest management services
- Landscaping, roads and grounds maintenance services
- Snow removal
- Painting, drywall, flooring and other interior finishes
- Waste management services
It is anticipated that the procurement for these services will be initiated in the period of September 25, 2016 to March 31, 2017.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance (FSC) at the level of SECRET issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid personnel security screening at the level of SECRET granted or approved by CISD/PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). Contractors are asked to submit their request prior to September 25, 2016 quoting the following information:
Contract number 313313 (rev.1); and
Level of clearance requested to be sponsored for.
