Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Construction program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to land surveying, materials testing, geological and environmental studies.
Overall program value is estimated at $35,000,000.00 with the maximum value of any individual project $15,000,000.00

The program will consist of construction projects that may include, but are not necessarily limited to the following:

- Energy Performance Contract
- Install Steam Heat Hangar 14
- Connect New Potable Well - Operations Side (Well #10)
- Construct New Maintenance Workshop – Explosives Area
- Construct New Munitions Storage Facility
- Construct New Compressed Natural Gas Facility
- Upgrade Gate Security – Airfield Operations Zone / Mission Support Area
- Install New Heating System Building 107
- Various Range Repairs – Aldershot
- Construct Storage Buildings – Various Locations
- Repair/Upgrade Heating Ventilation Air Conditioning (HVAC) Various Buildings
- Replace/Repair Roofs, Various Buildings
- Install Auxiliary Power Units Various Buildings
- Office Renovations Various Buildings
- Perform Building Condition Reports

It is anticipated that the procurement for these projects will be initiated in the period of May 3, 2017 through March 30, 2018. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Contractors, at all times during the performance of the Contract, will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor personnel requiring access to sensitive work site(s) will be required to EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link:

Contractors are asked to submit their request prior to March 30, 2018 quoting the following information:
- Contract number #GW171801
- Level of clearance requested to be sponsored for (DOS/Reliability).
