Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants/contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Construct a one-storey, barrier-free HQ building, of approximately 651 m2 at 9 Wing Gander. The site of the new building will be southeast of building B161, near the corner of James Boulevard and Washington Avenue.
Description of the Services
This project has been raised to address various deficiencies inherent in the existing HQ facility. There is lack of sufficient office and storage space, inadequate ventilation, and no sprinkler system in B128. This project will construct a new Wing Headquarters (HQ) building, approximately 651m2, to provide a purpose-built facility for twenty-five (25) Wing Command, Administrative, and Comptroller staff members who have been housed in temporary accommodations since 2010.
- Work of this contract comprises general construction of the building, including site preparation, connection to existing services (water, sewer, storm and power), importing of clean fill and topsoil and potential off-site disposal of unsuitable contaminated and surplus soil in accordance with DND requirements.
- ROM Value of Contract: $4.7M
- It is anticipated that this procurement will be initiated in July/August 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

Contractors are asked to submit their request prior to November 8, 2020 quoting the following information:
