Jetty NJ Crane, Halifax Dockyard, CFB Halifax, NS (with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-trades an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Department of National Defence is currently completing the construction of the Jetty NJ at the Canadian Forces Base (CFB) Halifax. The Jetty NJ is fitted to receive a new rail crane for the repair, maintenance, loading and unloading of ships in support of the Royal Canadian Navy (RCN) Atlantic Fleet.
Description of the Services
A Contractor is required to design, manufacture, deliver, install and commission a new self-propelled, rail-mounted, level-luffing, slewing type portal crane. The crane must be designed to travel on already-installed 135 lbs Bethlehem rails. Supply and installation of crane rails will not part of this contract.
The crane will be supplied as a complete operational unit including, but not limited to, main hoisting, luffing, slewing and travel machinery, sheave block assembly, hoisting ropes and hooks, electrical controls, enclosures and protective devices, operator’s cab, machinery guards, brakes and all other required items.
The project is estimated to be in the order of $11,300,000. It is anticipated that this procurement will be initiated in the spring/summer of 2020. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
The Contractor/Offeror will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html . Contractors are asked to submit their request prior to April 28, 2020 quoting the following information:
- Contract number HX01037-02; and
- Level of clearance requested to be sponsored for.
