Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors and Sub-Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
The Work is for the heritage rehabilitation of the North, South and East elevations of the North Park Armoury at CFB Halifax, Nova Scotia.
The North Park Armoury is federally designated as a Classified Heritage Building by the Federal Heritage Building Review Office (FHBRO), designated as a National Historic Site by Parks Canada and listed in the Halifax Municipal Registry of Heritage Properties.

Description of the Services
The North Park Armoury rehabilitation project Phase 2 includes, but it is not limited to, the following:

Rehabilitation of exterior walls, which includes selective replacement of exterior stonework of the north, east and south walls as well as remaining part of the west wall;
Structural roof reinforcement and roof repairs / replacement;
Ground level concrete slab repairs / replacement and various concrete walls repairs;
Heritage conservation of windows, doors and other historic elements of the building;
Rehabilitation/replacement of integral building systems (electrical, mechanical, fire protection, communications, etc.);
Completing interior renovations and fit-up;
Demolition and abatement of hazardous materials;
Site work.

The project estimated cost is in the order of $100,000,000. It is anticipated that this procurement will be initiated in November/December 2022. This is conditional on the project receiving approval to proceed by DND.

Security Requirements
Contractor will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

The Contractor personnel requiring access to sensitive site(s) will be required to EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC.

It is anticipated that Electricians, Fire Alarm Techs, Communication Cabling and Security Techs Sub-Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued by Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC) to access Restricted/Secure Zones. Other Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) to access Operational and Administrative Zones.

Process
Contractors and Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/.

Contractors and Sub-Contractors are asked to submit their request prior to December 28, 2021 quoting the following information:

Contract number C.001472_PH2APN_Amendment 1; and
Level of clearance requested to be sponsored for.
