Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Consultants, Contractors and Sub-trades an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to, the design and new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to, land surveying, materials testing, architectural and engineering services, specialty consultants including energy, traffic/transport and programing, geological and environmental studies, geotechnical, topographic and archeological services. Services may be required at CFB Halifax, and/or at one or more of the CFB Halifax satellite sites located throughout Nova Scotia and Newfoundland and Labrador.
Overall program value is estimated at approximately $20,000,000 with the maximum value of any individual project estimated at $5,000,000.
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- Building Condition Assessments (Consultant Services)
- Various Options Analysis (Consultant Services)
- Building Envelope Repairs (various buildings)
- Interior Renovations (various buildings)
- Facilities Maintenance Contracts (various buildings)
- Elevator Inspection & Maintenance (various buildings)
- Demolition & Deconstruction Projects (various buildings)
- Security Related Projects – various (e.g. fencing, gates, intrusion alarms, access controls, surveillance, waterside surveillance, shield doors, secure discussion areas, secure storage rooms, etc.).
- Roof Replacement / Repairs (various buildings)
- Provide Adequate Heating / Cooling / Humidification (various buildings)
- Provide Improved Lighting (various locations)
- Maintenance Contracts - various areas (high voltage transformers, rack out circuit breakers)
- Municipal Infrastructure upgrades (Electrical, Mechanical, Civil Works)
- Various Airfield Upgrades (e.g. pavement repairs)
- Marine Services (e.g. various Jetty Upgrades)
- Various Interior, Exterior Envelope, and Mechanical & Electrical Upgrades at Building RA1
- Various Envelope Repairs on Heritage Building SH14
- Provide Backup Power at Building D294
- DCD School Fencing
- Construct Temporary Fitness Facility
- Environmental Technical Support
- Contaminated Site Services (e.g. historical review, risk assessment, remedial action plan, etc.)
- Hazardous Materials Services (e.g. designated substances surveys & audits, inventories, abatement, etc.)
- Environmental Management Systems (EMS) Services (e.g. gap audits of EMS systems, developing or updating an existing EMS, etc.)
- Biological Services (e.g. species at risk surveys, wetland surveys, natural resources, etc.)
- Grounds maintenance (e.g. tree planting, landscaping, tree cutting, brush clearing, etc.)
- Snow and Ice Removal Services
- Engineering and architectural work
- Goods supply
- Geotechnical, topographic, architectural and other specialty and professional services not mentioned elsewhere
- Specialty consultants including energy, traffic/transport and programming
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2021 through March 31, 2022. This is conditional on the projects receiving approval to proceed by DND.
Security Requirements
Contractor/Offeror will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid personnel security screening at the level of RELIABILITY granted or approved by CISD/PWGSC.
Process
Consultants, Contractors and Sub-trades that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement(s) that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

Contractors are asked to submit their request prior to March 31, 2022 quoting the following information:

- Level of clearance requested to be sponsored for.
