Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Project
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to design and new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to land surveying, materials testing, architectural and engineering services, archaeological, geological and environmental studies. Services may be required at 14 Wing Greenwood, and/or at one or more of the 14 Wing Greenwood satellite sites located throughout Nova Scotia.
Overall program value is estimated at $40,000,000 with the maximum value of any individual project estimated at $5,000,000 apart from the following:
- Construct New Refuelling Tender Garage - $23,000,00.00
- Reconstruct Runway 12-30 - $18,000,000.00
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- Engineering and Architectural Work
- Goods Supply
- Civil Works
- Environmental Technical Support
- General and Specialized Construction Services
- Geotechnical, Topographical, archaeological and other specialty and professional services not mentioned elsewhere
- Specialty Consultants including energy, traffic/transport and programming consulting
- Roof replacements/repairs
- Hazardous Materials abatements
- Building Envelope repairs
- Masonry repairs
- HVAC repairs/replacements
- Controls retrofits/upgrades
- Electrical upgrades
- Lighting upgrades
- Piping and drainage upgrades
- Mechanical Upgrades/Repairs
- Boiler Upgrades/Maintenance
- Life safety upgrades
- Fire Suppression/Sprinkler Upgrades
- Architectural renovations/upgrades
- Window repair/replacement
- Steam condensate line repairs
- Paving and civil works
- Road Construction/Upgrades
- Airfield Upgrades
- Airfield Lighting Systems Upgrades
- Airfield Pavement/Concrete Works
- Airfield Drainage
- Accommodation Building Construction

It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2021 through March 31, 2022. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
For these contracts, Contractors and Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors and sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors and Consultants that do not meet the stipulated security requirements and that are interested in submitting proposals/bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements
The following information is to be provided:
- Contract number XXXXXX; and
- Level of clearance requested to be sponsored for.
