Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to new construction, repair, renovations and maintenance of the Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to, studies & designs, land surveying, materials testing, geological and environmental studies. Services may be required at 5CDSB Gagetown , and/or at one or more of the 5CDSB Gagetown satellite sites located throughout New Brunswick and/or Prince Edward Island.
Overall program value is estimated at $30,000,000.00 with the maximum value of any individual project is $5,000,000.00 apart from the following:
- Building Extensions for TAPV Building K-96 - $7,200,000
- Upgrades to Maintenance Area for TAPV Building K-96 - $7,200,000
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- Building Extensions for various buildings
- Interior and exterior renovations and/or upgrades
- Small building construction
- Roof replacement and/or repairs
- Building/infrastructure demolition
- Municipal infrastructure upgrades and/or repairs
- Water/Wastewater, Sewer infrastructure upgrades and/or repairs
- Electrical infrastructure upgrades and/or repairs
- Mechanical infrastructure upgrades and/or repairs
- Generator installation
- Security system upgrades and/or repairs
- Fire and Life Safety upgrade and/or repairs
- Hazardous materials services (e.g. designated substances surveys & audits, inventories, abatement etc.)
- Environmental Management Systems (EMS) services (e.g gap audits of EMS systems, developing or updating an existing EMS etc.)
- Facilities Maintenance
- Range development (Heavy Civil)
- Paving and civil works
- Road construction upgrades and/or repairs
- Petroleum Tank Systems Installations, upgrades and/or repairs
- Masonry repairs
- Structural steel upgrades and/or repairs
- Tank replacement and/or repairs
- Airfield upgrades and/or repairs
- Sub-station upgrades and/or repairs
It is anticipated that the procurement for these projects will be initiated in the period of April 01, 2021 through March 31, 2022. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal or bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements
Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number 6898; and
- Level of clearance requested to be sponsored for.
