Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. This project may include, but is not limited to new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to geotechnical studies.
Overall program is estimated at $25,000,000.00 to $35,000,000.00 with the maximum value of any individual project being $15,000,000.00. In most cases, individual project value will not exceed $1,000,000.00

The program will consist of construction projects that may include, but are not necessarily limited to the following:
- Construct New Air Traffic Control Tower
- Energy Performance Contract
- Install Steam Heat Hangar 14
- Replace Area Surveillance Radar (ASR)
- Relocate Building 258 to Water Fuel Environment Compound
- Connect New Potable Well - Operations Side (Well #10)
- Construct New Maintenance Workshop – Explosives Area
- Construct New Munitions Storage Facility
- Construct New Quick Response Area Access Route
- Construct New Compressed Natural Gas Facility
- Upgrade Gate Security – Airfield Operations Zone / Mission Support Area
- Install New Heating System Building 107
- Various Range Repairs – Aldershot

Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS)/FACILITY SECURITY CLEARANCE (FSC) at the level of RELIABILITY with approved DOCUMENT SAFEGUARDING at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS)/FACILITY SECURITY CLEARANCE (FSC) at the level of RELIABILITY issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Contractors are asked to submit their request prior to March 31, 2017 quoting the following information:
