Elevator Inspection and Maintenance Project
(with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Elevator Inspection and Maintenance Program includes the inspection and maintenance of Department of National Defence (DND) elevators in support of Canadian Forces Operations in the provinces of Nova Scotia (NS) and Newfoundland (NL). Locations may include but are not limited to: CFB Halifax (Stadacona, Dockyard and Shearwater), Amherst Armoury, and CFS Sydney, all within NS; as well as CFB Pleasantville, NL.
Description of the Services
The scope of work includes all periodic maintenance, inspections, and minor repairs, including all Department of Labour inspections and permits.
The project will consist of inspection and maintenance that may include, but is not necessarily limited to the following:
- Elevator servicing and inspections;
- 24/7 on call servicing and rescue;
- Licensing and permits;
- Emergency (overnight) repair of units in support of operational requirements; and
- Other small elevator repairs (up to $100K).
The overall program value is estimated at $5,000,000.00 over 5 years, estimated at $1,000,000.00 per year. The scope of work is mainly concentrated in Nova Scotia.
It is anticipated that the procurement for this project will be initiated in the period of June 1, 2018 through November 1st 2018 and that the contract start date be November 1st, 2018.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Contractor personnel and sub-contractors requiring access to sensitive work site(s) must each hold a valid personnel security screening at the level of SECRET or RELAIBILITY STATUS as required, granted or approved by CISD/PSPC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request quoting the following information:
- Contract number 500097552 and
- Level of clearance requested to be sponsored for.
Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to contact person indicating:
- Name of the firm
- Contact person
- Level of clearance previously requested to be sponsored for
- Organization number assigned by CISD (if received)
