Colliers Project Leaders is seeking Prime Consultant to complete the study at Ottawa Carleton Detention Centre.
The Project is to take place at administration building- Ottawa Carleton Detention center, Ottawa.
The building (B17875) has a total estimated area of approximately 16,306 SF.
• The intent of this study is to carry out a HW Distribution system (Heating) study at the
Administration Building at Ottawa-Carleton Detention Centre in Ottawa, ON.
• The study is to provide a detailed analysis of the current state of the Hot Water Distribution
system including the piping, perimeter rads, unit heaters and all its related
equipment/components, its condition, and recommend optimal mitigation strategy (repair
or renewal) options that will align with the 10-year capital plan.
• Investigation to include a review of all components including, but not limited to, valves,
couplings, unions, safety reliefs, pumps, chemical feed station, and associated insulation
and pipe work.
• Test results shall define the condition of all pipes, perimeter rads and unit heaters based
on % degradation, test pressure points strategically throughout the building to ensure
adequate pressure is provided, and identify locations where deficiencies are found.
• Calculate the flow rates for each of the pumps that are in operation at the time of the study,
compare them with the design flow rates and make recommendations accordingly. Provide
the calculations in the report.
• Project specific DSS is required, and cash allowance has been provided.
• Consultant to recommend destructive testing plan of approach after visual inspection. The
plan of approach is expected to show locations where each instrusive/destructive test is
being recommended. Locations must come with an explanation to validate chosen points.
• Destructive testing to take place only after the approval of the consultants proposed plan
of approach by SOLGEN and IO. The consultant is to carry out ultrasonic testing to
determine the condition and integrity of the piping system. A total of 2 locations are to be
tested using ultrasonic testing methodologies In addition to visual test and ultrasonic
testing, the consultant shall provide destructive testing (cut test) for up to two (2) points
along the piping in the system, to determine the condition and integrity of the piping system.
Cleanup and restoration are required on any damaged wall/floor sections, upon completion
of all destructive testing. Cash allowance has been provided for the intrusive testing work
if required.
Consultant is required to fill out the Recommendation Needs Template (RNT) and submit
with each draft report submission.
• All recommendations and options will give reference to the latest Ontario Building Code, ,
and any other applicable codes.
