CMEC is issuing an RFP for an individual or firm to coordinate and support the pilot testing of the On-line Language Assessment Tool developed in the previous funded project (Phase I). The Proponent will conduct a full pilot to ensure that the test is valid, reliable, fair, and consistent, and will work with the LC and others consultants involved in the project to define and address issues relating to the implementation of the test in various jurisdictions.
At this time, CMEC requires the services of an individual or firm that will complete initial IT upgrades to the custom application powered by XpressLab of the RTCC -On-line Language Assessment Tool; provide IT technical support for the successful administration of the test in regional pilot-testing centres in four regions of Canada; and ensure subsequent final IT upgrades after the test administration and scoring session are completed.
The Proponent should note that CCMEC has been granted the right to use, modify, and copy the XpressLab software source code to adapt and/or extend the capabilities of the RTCC On-line Language Assessment Tool. CCMEC has also been granted a non-exclusive licence to use and copy the work developed during Phase I in any manner; further, CCMEC has been granted the right to license the use of the work for testing IETs within testing centres in Canada.
As part of the Project, the Proponent will need to study the IT platform and the user interface, XpressLab, which has been previously created and alpha tested in Phase I of the broader RTCC project, and, more specifically:
- review the system deployment objectives;
- review the development of software specifications, including the administration phase, the software components, the business logic, and the design phase;
- review the development of component prototypes; and
- review findings of Phase I and, in particular, the alpha testing.
