This Request for Proposal (RFP) is an invitation from the Elizabeth Fry Society of Greater Vancouver (EFry) to provide Construction Management (At Risk) services for a multi-unit affordable rental housing and office development at 273/275 Sherbrooke Street, New Westminster.
The proposed mixed-use project pairs housing and program space, and uses economies of scale to create deeply affordable housing. The building will have a three storey office component and a two storey housing component. EFry is building ten (10) independent long-term, non-market housing units (14 beds) for women and women with children. The project will have flexible-purpose child-focused space, society offices to provide client services, and 20 stalls of underground parking.
Submissions for this RFP will be received via e-mail until Friday, February 26, 2021, at 2:00 PM Pacific Time. Please submit your electronic proposal in .pdf format, and address it to:

The proposal should be titled:” Construction Manager at Risk: EFry’s Norwich Project”.
There will be no public opening of the proposals received. The Society and its representatives will review the submissions in confidence. The EFry Society may request additional information after submissions are received, and the successful proponent is expected to be selected by March 8, 2021.
