Description

Requirement
The City is requesting standing offer submissions from Offerers qualified to supply and deliver freon gas in cylinders (the “Goods”), on an as and when requested basis, in accordance with the specifications, Terms, and Conditions herein.
Standing Offer Closing Date
All Offer submissions must be submitted via the MERX online tendering system no later than 3:00 P.M. local time on Thursday, 03 August 2023. Late Offer submissions will not be accepted. Offers submitted by email or facsimile will not be accepted.
Basis of Authorization

It is the City’s intent to authorize the Standing Offer to the lowest responsive Offerer on the basis of the Total Standing Offer Price as per Price Schedule “A" if in the City’s best interest, in the sole and absolute discretion of the City.
Basis of Authorization is subject to Offerer’s best delivery date not greater than seven (7) days after receipt of order
Notification of acceptance of an Offerer’s offer will be confirmed contractually in the form of a Standing Offer Authorization letter or Purchase Order issued by the City, and shall name all of the relevant Contracting Documents. The successful Offerer(s) shall thereafter be known as the Supplier(s).

Inquiries and Addenda
All inquiries regarding this RFSO are to be directed to the Administrative Authority specified herein. Inquiries must be received in writing not later than 27 July 2023. Both the questions and answers will be distributed to all potential Offerers by way of written addendum, without identifying the source(s) of the inquiry. The City is not obligated to respond to an inquiry or question received after this time period has elapsed. The Offerer shall not be entitled to rely on any response or interpretation received from the City unless that response or interpretation is provided by the Administrative Authority by way of addendum.Any information given verbally by any person at the City shall be non-binding on the City.

Additional Bidding Instructions

Prices must be quoted in Canadian funds and must include all excise taxes, duty, custom clearances and all other charges in effect up to the Standing Offer Closing Date. Harmonized Sales Tax (HST) shall be extra to all prices quoted. All unit prices indicated shall be net to the City and shall include all labour, material, equipment and all other associated costs required to supply the goods. In the event of any discrepancy between the unit price and the extension, the unit price shall govern. Where applicable, the prices must be extended and totaled.
Offerers must complete all price schedule(s) in its entirety. Failure to complete the price schedule in its entirety will result in disqualification of the submission for non-compliance.
All line items in Price Schedule “A” shall be in accordance with the terms, conditions, and Specifications of this Request for Standing Offers.
Estimated Annual Quantities noted in Price Schedule(s) are a forecasted estimated requirement based on average annual quantities purchased in previous periods. All estimations are for evaluation purposes only and are in no way a commitment by the City to purchase the quantities stated.
