The City of Ottawa, hereinafter referred to as the City, is requesting qualification submissions from respondents for design and contract administration services for the capacity upgrades of the Harvard Pumping Station.

General Project Description
The Harvard Sanitary Pumping Station is a sanitary pumping station located at 29 Harvard Avenue, at the intersection of Harvard Ave. and Raleigh Street (Identification 041450209). The facility was constructed in 1935 and underwent a complete reconstruction in 1995. The Harvard Pumping Station current features include three gravity sewers entering an inlet chamber directly before discharging into a wet well, panels, an overflow that discharges through a 200 mm diameter PVC pipe to a stormwater sewer and a forcemain that discharges north on Harvard Avenue. The pumping station is located between two residential houses, with very little buffer between the properties.
Due to the proximity of the Harvard Pumping Station to the Rideau River, when the water table is high in spring, portable pumps must be brought in to handle the flows, which require 24 hour coverage and lead to significant additional operating costs. This station has high amounts of inflow and infiltration as identified by Operations staff and is in need of a capacity upgrade to handle these high flows, as well as other upgrades to bring it inline with City of Ottawa standards.
This assignment includes engineering services related to the design and construction activities for station upgrades at the Harvard Pumping Station. A condition assessment and preliminary design were completed in 2018 and will be provided to the successful proponents during Stage 2 of the procurement process.
