The City of Ottawa, hereinafter referred to as the City, is seeking proposal submissions to provide professional auditing services to conduct a series of agile audit sprints for the Revitalization of Lansdowne Park.
In October 2012, the City entered into an agreement to form a Public Private Partnership (P3) with Ottawa Sports Entertainment Group (OSEG) to transform Lansdowne Park.
In May 2022, City Council voted to direct City staff to move forward with the $332M plan for Lansdowne 2.0, which includes a new events centre, new northside stands and 1,200 new residential units. The $332M capital contribution by the City would be funded from the sale of air rights, debt funding and some capital funding for internal costs. The intent of the City is to borrow approximately $239M for the project.
The project would be completed in three phases, as follows:
1. Events Centre – 2022 - 2024
2. North-Side Stands, Retail Podium, Parking – 2024 - 2027
3. Residential Towers – 2024 to 2029
The Office of the Auditor General (OAG), based on the risk and profile associated with this project, is intending to initiate a multi-year agile audit (including multiple audit sprints) related to this project, based on the progression and risk profile of the related activities.
This Request for Proposal is for multiple phases / sprints. This would include Phase 1 – Risk Assessment and Scoping; and, at least, Phase 2 – Sprint 1 (audit topic to be determined based on the Risk Assessment and Scoping exercise). Subsequent audit sprints may be required based on the ongoing development of the program and the re-assessment of risk(s).
