The City of Ottawa, hereinafter referred to as the City, is seeking proposal submissions to provide professional Language Training and Language Proficiency Assessment services.

The City would like to qualify a firm or independent contractor in one, or both of the following Professional Services Categories:

Category 1: Language Training Services
The City is required to deliver French and English language training to employees who need to achieve the bilingual level requirements of their designated position, to employees who need to maintain achieved skills, and to employees who are interested in improving their French or English language skills for career development and succession management purposes.

Category 2: Language Proficiency Assessment Services
The City is required to conduct language proficiency assessments, using the nine levels proficiency scale developed specifically for the City of Ottawa. Assessments are conducted for staffing purposes and/or to re-assess candidates who did not meet the language requirements at the time of the initial assessment.

In the case that the approved contractor is to provide services under both Category 1 and Category 2, Language Proficiency Evaluators cannot simultaneously teach in the City’s training program and conduct assessments. A clear delineation of service provider’s team members involved in assessments versus those involved in training must be clearly identified in the proponent’s proposal if applying for both categories and must be maintained during the term of the contract.
