The City of Iqaluit Department of Public Works and Engineering (the City) is
issuing a Request for Tender (RFT) for qualified Proponents to provide
construction services as further outlined in this RFT document. The purpose and
objective of this project is to raise and regrade the existing Apex cemetery,
providing positive drainage throughout the site towards a new dedicated ditch
system along the limits of the cemetery. This objective will be achieved by adding
granular to the existing site and grading towards the new ditch system. The new
ditch system will include an open channel and the resetting of the existing
culverts. All existing architectural and burial markers, such as crosses, as well as
landscaping features are to be securely stored during construction and
reinstalled after final site grade is achieved. During construction there is the
potential for groundwater to be contaminated from existing burials. All
groundwater encountered on site must be addressed in the Wastewater
Management Plan.
Construction is scheduled to begin in the late summer 2021
SCOPE OF SERVICES
2.1 Demolition, Dismantiling and Removal
2.1.1 Removal, storage, and reinstallation of cemetery landscaping features such as
rock delineators and decorative boulders after final site grade is achieved.
2.1.2 Removal, storage, and reinstallation of architectural elements such as decorative
signs, gates, and posts after final site grade is achieved.
2.1.3 Removal, storage, and reinstallation of burial markers to existing northing and
easting surveyed location after final grade is achieved.
2.2 Civil
2.2.1 A detailed survey is to be conducted and documented for reinstallation of all
items included within Section 2.1 to their original northing and easting location.
2.2.2 Supply, haul, and hand placement of granular fill over existing burial plots as
indiacted in the Drawing Set. Hand placement and compaction by nonmechanical
methods to avoid damage to existing burial plots below surface
elevation.
2.2.3 Supply, haul and placement of granular fill outside of existing burial plots as
indicated in the Drawing Set.
2.2.4 Regrading of existing west ditch and resetting of existing culverts.
2.2.5 Regrading of existing parking lots at the west of the site.
2.2.6 Construction of new ditch systems to the north and south of the cemetery.
2.2.7 Excavation and supply, install of geotextile at the site outfall as indicated in the
Drawing Set.
