PROJECT OVERVIEW The City is seeking to retain a Consultant to provide professional engineering services for the Public Works Quarries Operational Plan. The Consultant’s team will be retained to provide technical and professional services for the development of an operational plan for the new quarry titled the Northwest Deposit, located approximately 6km northwest of the City and the City’s existing North 40 quarry site, for the Project. The City invites individual firms or consortiums of firms to submit Proposals for the above-referenced Project in accordance with the terms and conditions of this Request for Proposal document
Project Scope The scope of the project for 2021 will consider the preparation of a quarry operational plan (QOP), which will outline how the North West Deposit can be opened, operated, and decommissioned. The operational plan shall also describe health and safety requirements, storage and use of explosives, quantifying the extraction of materials, permitting requirements and closure procedures. The Northwest Deposit is located approximately 6km northwest of the City and is planned to be the aggregate source of the City for the next 35 years. The intent of this QOP is to ensure that material is extracted in an organized and safe manner, accounting for the multiple users of this quarry as well as ensuring it can be properly decommissioned. In addition to the North West Deposit, the City has an active quarry called the North 40. The City requires the consultant to prepare a similar quarry operations plan, that accounts for the existing active users of the quarry and the existing land use agreements. The operational plan shall also describe health and safety requirements, storage and use of explosives, quantifying the extraction of materials, permitting requirements and closure procedures.
