In November 2018, a critical watermain that supplies drinking water to Lower Iqaluit
failed. The failure resulted in loss of supply pressure to local residents (i.e. Astro
Hill Complex: Frobisher Inn, Eight-story Brown Building) during peak periods. As
part of initial investigative activities, it was identified that the piping system had
initially failed at a joint due to a loose gasket caused by ground movement. Repairs
consisted of removal of the existing asbestos-containing (AC) pipe, while installing
a new High-Density Polyethylene (HDPE) pipe that would be coupled to the
existing AC pipe. Although the City was successful in completing the repairs, the
repairs were intended as a short-term fix, until a more long-term solution was
implemented. The existing watermain system that supplies Lower Iqaluit is the
same system that supplies the Astro Hill Complex. This main is routed beneath the
Frobisher Inn, the Eight-story and the Brown Building. This means that a significant
portion of a critical City watermain is inaccessible. The objective of the assignment
will be to coordinate the replacement of the existing AC pipe with a new HDPE pipe
which would be routed so the entire length remains accessible in the event of a
break. The Consultant’s team will be retained to provide technical and professional
engineering services to conduct a feasibility level study, which will consider
preliminary design efforts to determine a preferred solution to upgrading a major
watermain supply system within the community of Astro Hills. The feasibility study
will help define the required infrastructure/ systems, in order to facilitate detailed
engineering design in 2021.
The City invites individual firms or consortiums of firms to submit Proposals for the
above-referenced Project in accordance with the terms and conditions of this
Request for Proposal document.
