Additional Bidding Instructions

Scoring will be based on the total consulting costs (all inclusive maximum upset fee) for the Planning Phase of the Project (all Deliverables required up to the commencement of Design), as identified in Appendix B, RFP Particulars under deliverables, including disbursements, using a proportionate scoring method, with the low bid receiving full points.
Proponents should provide a pricing matrix outlining the key milestones, and payment schedule associated with outlined milestones, for all deliverables required up to the commencement of Design. Disbursements are to be included in the total consulting fees and shown as a separate line item as a percentage of the fees quoted.
Provide hourly rate for the Design and Construction Phases, including estimated time requirements from Consulting team.
Pricing for project management services for the Design and Construction Phases of the project will be determined and negotiated with the selected proponent based on the hourly rates submitted, subject to satisfactory performance and approved funding. Budgetary pricing for the Design and Construction Phases may be provided for planning purposes but will not be scored.
