CBC/Radio-Canada is seeking Proposals in response to its Request for Proposals (“RFP”) for Mandate and Vision Perception Survey (MVPS).
An Agreement resulting from this RFP may be for one (1) year with two (2) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The media environment is changing rapidly, and the coming years will be ones of continuous adaptation for broadcasters. As part of CBC/Radio-Canada strategic planning, the Corporation has developed a mission framework, related guiding principles and metrics to assess performance. The objective of this request for proposals is to commission a research company to conduct a semi- annual online tracking survey (Mandate and Vision Perception Survey, or MVPS) that will be measuring Canadian's perception towards CBC/Radio-Canada.
In this RFP, we are requesting Proposals for the components listed below:
1. Programming of the questionnaire
2. Fieldwork and panel management
3. Data preparation, data cleaning and data set procurement
2. MANDATORY REQUIREMENTS:
This RFP will be open only to Proponents who meet each of the following mandatory requirements as evidenced in its written qualification request for RFP documents (described in section 3).
2.1 The proponents must demonstrate that they have at least at least 5 years of experience in the field of quantitative research.
2.2 The proponents must demonstrate that they have access to a high quality panel of English and French speaking respondents from across Canada.
2.3 The proponents must demonstrate experience recruiting respondents in the North of Canada.
2.4 The proponents must demonstrate that they have the experience recruiting English and French speaking Indigenous Peoples.
3. TO REQUEST THE RFP DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through MERX. If your Company is new to MERX then please visit www.merx.com and check out the “Offering” & “Pricing” header tabs to learn more.
To obtain the RFP Documentation, Proponents must submit the Qualification Request form, completed and signed by a duly authorised representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.
The Proponent must be registered with Merx Canada. Once registered, the file containing the above document is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid”.
The document(s) to be completed and signed must be sent to the CBC/Radio-Canada Representative for this RFP (see item 4 below for coordinates).
Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from MERX that the RFP documents are ready for download, no earlier than Friday June 28, 2024.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than Monday July 29, 2024, at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
Note:
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
