PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Quotation (“RFP) for Software Defined Storage (SDS) Platform.

1.SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFP is as follows:

CBC/Radio-Canada is seeking formal proposals for a high performance and highly scalable Software Defined Storage platform capable of running on commodity server hardware.

Note: This RFQ is for software only and will be deployed on hardware owned by CBC/Radio-Canada. An integrated appliance or proprietary hardware is not appropriate and will not be considered except as a supplemental alternative in addition to a software only option.

Proposed solutions must satisfy the following criteria:

●     Run on “bare metal” server hardware without any additional licensing costs for operating systems or other 3rd party software.
●     Deployment on current generation commodity server hardware from major vendors such as Cisco, Dell, HP, etc. without custom configuration or add-on hardware.
●     Native support for Windows Server Message Block (SMB) protocol (not Samba).
●     Native support for Unix Network File System (NFS).
●     Native support for the Amazon Simple Storage Service (S3) object storage protocol
●     Base capacity: 1.5PB usable, must be capable of scaling to 25PB or more in capacity.
●     Must implement “Erasure Coding” based forward error correction for redundancy and data protection.
●     24/7/365 support by telephone and e-mail with 4 hour response for service impacting incidents and failures.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:

The proponent must have already provided similar services for digital media content management.
The proponent must have been in business for at least four (4) years.
Responses must be submitted by service providers directly. CBC/Radio-Canada will not entertain proposals from 3rd party implementers on behalf of or in conjunction with service providers
The Proponent must provide a list of three (3) references (including contact information) for which similar services have been provided.

3. TO REQUEST THE RFP
To obtain the RFP Documentation, Proponents must submit the Confidentiality and Non-Disclosure Agreement (NDA), along with the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in the documents.
Please note that in order to maintain total integrity and fairness CBC/Radio-Canada will not entertain changes to the NDA which, at this point, is for the purpose of this RFP.

The Proponent must be registered with Merx Canada. Once registered, the file containing the above documents is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid”.

The documents to be completed and signed (NDA & Qualification Request Form) must be submitted no later than Wednesday, November 8, 2017, 12:00:00 Noon Eastern Standard Time, to the CBC/Radio-Canada Representative for this RFP (see item 4 below for co-ordinates).

Following receipt of the required documents (NDA, Qualification Request Form) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
