CBC / Radio-Canada is seeking Proposals for Proposals (RFP) for Site Search.

An agreement resulting from this RFX may be useful for three (3) years with two (2) irrevocable option (s) to extend for two (2) year period (s).

1. SUMMARY OF REQUIRED GOODS / SERVICES:

The key objectives in issuing this RFP is as follows:

CBC / Radio-Canada is seeking proposals to establish a Services Agreement for use of a site search solution. General functions required are indexing site content, based on user experience.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open to the subject of RFP documents:

The proponent must already be providing similar services to CBC.

The proponent must be responsible for managing and building their own technology.

The proponent must have the ability to generate a search index based on unstructured / non-hierarchical data.

The proponent must have the ability to return a list of results from the search index.

The proponent must have the ability to generate a search index without a sitemap or API stream.

The proponent must be able to support a minimum index size of 5 Million entries.

The proponent must be able to return query results within 400ms.

The proponent must be able to provide a method to manually add / remove entries from the search index.

The proponent must return a personalized list of results from the search index based on user traits and a search query.

3. TO REQUEST THE RFP DOCUMENTATION
As CBC / Radio-Canada uses Merx ( https://www.merx4.merx.com/cbc ) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. Here is the link to the Quick Steps

To obtain the RFP Documentation, Proponents must submit the Confidentiality and Non-Disclosure Agreement (NDA) , along with the Qualification Request form, which will be
maintained by CBC / Radio-Canada. , at this point, is for the purpose of this RFP.

The proponent must be registered with Merx Canada. Once registered, the file Containing The Above Documents is located under the Required Acknowledgment section of this opportunity and can be accessed by clicking on "Place Bid."

The title (s) to be completed and signed by the CBC / Radio-Canada Representative for this RFP (see item 4 below for co-ordinates)

Following receipt of the required title (s) and CBC / Radio-Canada's posthumous assessment of your company's submissions, you will receive an email from Merk that RFP Documents are ready for download, no sooner than July 15, 2019.

Please note that CBC / Radio-Canada is not responsible for the distribution of documents.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC / Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than August 09, 2019 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the preparation of a proposal by CBC / Radio-Canada. The Proponent can not transfer to CBC / Radio-Canada. The MERX clock shall be used to determine the time of receipt of the proposal.

Partial Proposals, Amendments or Revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

Note:

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC / Radio-Canada retains the right to negotiate with Proponents on any procurement.

CBC / Radio-Canada Invites Industry Members to Respond to Request for Proposals (RFP).

The result of this RFP could be for a period of three (3) years, with two (2) irrevocable two-year extension options.

1. SUMMARY OF REQUIRED GOODS AND SERVICES:

The main objectives of this RFP are:

CBC / Radio-Canada is seeking a service agreement for the use of a website search solution. The solution must be able to perform the following functions: search results based on user requests, and results based on user behavior.


2. MANDATORY REQUIREMENTS TO PARTICIPATE:
This RFP is open only to those who are able to meet the following requirements:

The CBC / Radio-Canada's Bidder also needs to provide similar services to another company.

The tenderer must assume responsibility for the management and development of its own technology.

The tenderer must be able to produce a search index based on unstructured / non-hierarchical data.

The bidder's solution must be able to provide a list of results based on a search request.

The bidder must be able to generate a search index without a site map or API feed.

The bidder's solution must be able to support a search index of a minimum of five million entries.

The bidder's solution must be able to provide the search results in 400 milliseconds.

The Bidder must be able to provide a method for manually adding or deleting entries in the search index.

The bidder's solution must produce a personalized results list from the search index based on the user's characteristics and a search request.

REQUEST FOR RFP DOCUMENTS

In order to obtain the RFP documents, the Bidder must provide the confidentiality and non-disclosure agreement with the RFQ .

Note that, to ensure the integrity and fairness of the process, CBC / Radio-Canada will not accept changes to the confidentiality and non-disclosure agreement which, in this context, specifically DP.

The Bidder must be registered with Merx Canada. This section is complete, the file containing the documents in the Required Acceptance section of this proposal. It can be accessed by clicking on "Place a Quote".

After receiving the required documentation (s) and CBC / Radio-Canada's positive evaluation of your company's proposals, you will receive an email from Merx indicating that the RFP documents are ready for download, no later than July 15 2019

5. RECEIPT OF PROPOSALS
Bidders must submit the electronic version of their proposal on MERX ( www.MERX.com) no later than 09 August 2019 at 20:00 EST.

The Bidder is solely responsible for the timely receipt of its proposal by CBC / Radio-Canada. The Bidder can not transfer this responsibility to CBC / Radio-Canada. The MERX clock will be used to indicate the time of receipt of the proposal, whether or not the clock is accurate.

Partial proposals, or thereto revisions thereto, that reach CBC / Radio-Canada after the closing date and time of the RFP will not be accepted.

Note:

This supply agreement is subject to Chapter Five (Government Supply Contracts) of the Canadian Free Trade Agreement.

CBC / Radio-Canada reserves the right to negotiate with suppliers for any supply contract.

To obtain the RFP Documentation, Proponents must submit the Confidentiality and Non-Disclosure Agreement (NDA), along with the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in the attached file.
