The main objective of the Request for Supply Arrangements is to select a limited number of consultants who will provide professional services in the field of Production or Broadcast Engineering for project management and project management mandates and/or technical design. The services required from the Consultant will necessitate a variety of specialized resources to perform, in particular, planning and research for the engineering mandates related to project management. The mandates covered by this RFSA will vary in duration, from a few dozen hours to long periods, determined on a case-by-case basis. CBC / Radio-Canada would like to receive proposals from people with experience in Engineering Services in the field of Radio, Television and WEB Services related to Production, and/or Transmission activities and who, upon request and on an ad hoc basis, advise and assist the internal CBC / Radio-Canada team in their mandates. Any Agreement resulting from this RFSA will be for a period of two (2) years with one (1) irrevocable option in favor of CBC / Radio-Canada to extend for one (1) year.
The new agreement is expected to begin in November 2019
1. SUMMARY OF REQUIRED GOODS/SERVICES:
In general, the consultants will undertake some of the following functions within the scope of their mandates, but not limited to:
• Plan and develop strategies and provide advice on the costs, timelines and feasibility of production project requirements and / or media distribution.
• Manage mandates / projects
o As Senior Project Manager for Planning and Managing Projects
o As a Design Engineer on behalf of a Senior Project Manager
o Coordinate, monitor and collaborate with all groups responsible for implementation
o Contribute as an expert
• Attend meetings (meeting summaries as needed).
• Advise stakeholders on topics in their area of expertise.
• Identify solutions to specific needs
o Assist clients in determining (and documenting) needs.
o Create workflow concepts and processes for media production systems
o Conceptualize alternatives that meet specific objectives
o Develop practical and innovative solutions to complex problems
• Prepare detailed estimates and timelines.
• Control the schedules and budgets of capital projects.
• Control the scope (SCOPE) in accordance with the objectives
• Ensure the management of specific proofs of concept
• Prepare or contribute to calls for tenders
• Provide information on the completion of purchases of equipment and installation materials
• Produce plans (and drawings) and planning documents for discussion with clients and approval by Radio-Canada.
• Prepare detailed installation instructions for cabling crews
• Follow up on the implementation of systems / technical equipment.
• Ensure the test phases of the installations
2. MANDATORY REQUIREMENTS FOR RFSA PARTICIPATION:
This RFSA is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFSA documents:
2.1 Have knowledge of Google Suite. Indicate the Google suite software used regularly in communications actions / schedules.
2.2 Have their main residence located in Canada.
2.3 Experience/Expertise
2.3.1 The Proponent must have completed a minimum of one (1) technical mandate associated with Production or Transmission Media and / or project management in Broadcast / Production Media in the last 3 years. Provide a short summary
2.3.2 The Proponent must confirm that they have at least two (2) years of experience in a consulting or consulting role
3. TO ACCESS THE RFSA
To obtain access to the RFSA document The Proponent must submit written evidence that it currently meets each
of the aforementioned Mandatory Requirements under section 2.

Following receipt of the mandatory written evidence and a favourable analysis of the submission, CBC/Radio-
Canada will grant access to the RFSA documentation on Merx.
Once access has been granted by CBC/Radio-Canada, the file containing the RFSA documents must be ordered
directly from Merx. Note that CBC/Radio-Canada is not responsible for the distribution of any document.

4. CONTACT WITH CBC/RADIO-CANADA
Proponents may have questions, need clarification or other information, or see certain omissions or ambiguities. If
you have any doubts about the meaning of all and any part of the RFSA, Bidders must submit their questions
through Merx no later than September 19, 2019, at 8:00:00 pm Eastern Time.
5. RECEIPT OF PROPOSALS
Proponents must submit the electronic version of their complete proposal on MERX (www.MERX.com) no later
than October 3, 2019, at 8:00:00 pm Eastern Time.
The Proponent is solely responsible for the receipt of its proposal by CBC / Radio-Canada. The Proponent cannot
transfer this responsibility to CBC / Radio-Canada. The MERX clock will be used to mark the time of receipt of the
Proposal, whether the time indicated on this clock is exact or not.
Partial Proposals, related amendments or revisions, received by CBC / Radio-Canada after the closing date and
time of the RFSA will not be accepted.
