CBC/Radio-Canada invites industry members to respond to its Request for Supply Arrangement (“RFSA”) for Executive and Senior Management Recruitment Services
The agreement concluded following this RFSA could be for a period of three (3) years with two (2) irrevocable one (1) year extension options.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The objective of this Request for Supply Arrangement (RFSA) is to qualify executive search firms across the country able to provide professional services to complete executive and senior management search mandates for CBC/Radio-Canada, reflecting the multicultural and diverse nature of Canada.
2. MANDATORY REQUIREMENTS:
This RFSA is open only to Proponents who meet the following mandatory requirements.
- Proponent must be able to successfully provide Executive and Senior Management recruitment services in and for positions in all CBC/Radio-Canada locations across Canada which include, but are not limited to cities and remote locations in;
- Alberta
- British Columbia
- New Brunswick
- Newfoundland
- Nova Scotia
- Nunavut
- Northwest Territories
- Ontario
- PEI
- Quebec
- Saskatchewan
- Yukon
- The Proponent recognizes that bilingual mandates may arise in all cities and shall demonstrate that it can deliver its services (written and oral) in both official languages for any mandate, as requested.
- The Proponent must have experience recruiting for Executive and Senior Management positions for Media and Broadcasting organizations
- The Proponent must confirm it has the ability to work with Google WorkSpace Tools (Docs, Sheets, Slides, Drive, Calendar, Meet, …)
- Determine your eligibility to participate based on the description/objective statement and Mandatory requirements for the RFSA.
- To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link (https://www.merx.com/cms-portals/MERX/cms/public/help/guides/supplieruserguide-v1.0.pdf) and/or call 1-800-964-6379.
- Download the mandatory requirements qualification form.(this will also register you for the RFSA)
- Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
- Email the completed form to the contact identified in section 4 A. of this document
The document(s) to be completed and signed must be submitted to the CBC/Radio-Canada representative no later than Friday, August 18, 2023, 5:00 p.m. Eastern Time
Following receipt of the required document(s) and only upon CBC/Radio-Canada’s assessment that your company’s response meets the Mandatory requirements, you will receive an e-mail from MERX that the RFSA documents are ready for download, no earlier than Monday, August 21, 2023.
IMPORTANT:
CBC/Radio-Canada is not responsible for the distribution of the documents which is the sole responsibility of the Proponent and can only be obtained through the MERX portal by download.
4. COMMUNICATION WITH CBC/RADIO-CANADA
- Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail, addressed only to the CBC/Radio-Canada Representative, whose coordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # EXEC20230601) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, Proponents must submit their questions only through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
- Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than September 4, 2023 @ 8:00:00 pm, Eastern Time.
- The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
- Partial Proposals, amendments or revisions that are received after the date and time of the RFSA Submission Closing Date will not be accepted.
- This RFSA is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
- CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
