CBC / Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for the provisioning of an audience engagement solution, specifics outlined below.

An Agreement resulting from this RFP may potentially be for three (3) years with two (2) irrevocable option (s) to extend for two (2) year period (s) for a potential total of seven (7) Years.

1.SUMMARY OF REQUIRED GOODS / SERVICES:

The key objectives in issuing this RFP are as follows:
CBC / Radio-Canada is seeking proposals to establish a Services Agreement with the successful proponent for the provisioning of a Product Analytics solution.
The Digital Strategy and Products (DSP) department in CBC English Services builds digital experiences for Canadians. Canadians use those products to stay informed about the world around them, be entertained and stay connected with their community. Teams in DSP aim to continuously improve these experiences with the goal of creating deeper and long-lasting relationships with the Canadians they serve.
This RFP involves 15 different cross functional teams within DSP that iterate regularly, using the build, measure, learn cycle to achieve above goals. The key objectives in issuing this RFP are as follows:

A Product Analytics interface where CBC / RC Product Managers and Developers can review and understand the quantitative impacts of their product feature decisions in order to accelerate build, measure, learn cycles
A Product Analytics platform where CBC / RC Product Managers and Developers can create custom instrumentation to detect signals and behaviors from users to better understand how they interact with our products.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:

This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:

The proponent's SaaS must have a no code user interface for CBC / RC to analyze and answer questions they have regarding quantitative impacts of CBC / RC product feature decisions.
The proponent's SaaS must have a Data Collection API that allows CBC / RC to send product signals for storage and future analysis
The proponent's SaaS must have a Data Export API that allows for Extract, Transform, Load (ETL) activities to happen by data scientists / analysts
The proponent's SaaS must have a set of already established available tutorial videos that explain how to use the SaaS for technical and non-technical users

Accessibility Mandatory Requirements

Accessibility requirements will consist of the below qualifying mandatory requirement along with a questionnaire to complete as part of the submission of the RFP response.

Proponents must be compliant with industry standard WCAG 2.0 AA or a substantially similar accessibility certification eg ISO / IEC 40500: 2012 at the time of contract or at a minimum have a well established process started that would be fully compliant and certified no greater than 24 months from the contract start date. Please provide evidence of compliance. If proposing an equivalent certification CBC reserves the right to further qualify prior to acceptance.

Information Security Mandatory Requirements

Information security requirements will consist of the below qualifying mandatory requirement along with a questionnaire to complete as part of the submission of the RFP response.

Proponents must provide a SOC 2 Type 2 report at the time of contract or at a minimum have a well established process started that would be fully compliant and certified no greater than 12 months after.

3. TO REQUEST THE RFP DOCUMENTATION
As CBC / Radio-Canada uses Merx ( www.merx.com/cbc/radio-canada ) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. Here is the link to the Merx Quick Get Started Steps

To obtain the RFP Documentation, Proponents must submit the Confidentiality and Non-Disclosure Agreement (NDA) , along with the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.

Please note that in order to maintain total integrity and fairness CBC / Radio-Canada will not entertain changes to the NDA which, at this point, is for the purpose of this RFP.

Following receipt of the required document (s) and CBC / Radio-Canada's positive assessment of your company's submissions, you will receive an e-mail from Merx that the RFP documents are ready for download, no earlier than Monday, January 18, 2021.

Please note that CBC / Radio-Canada is not responsible for the distribution of the documents.

Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION, Table 1: critical dates of the RFP process.

6. RECEIPT OF PROPOSALS
Proposals must be received by CBC / Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than February 15, 2021 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC / Radio-Canada. The Proponent cannot transfer such responsibility to CBC / Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

Note:

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC / Radio-Canada retains the right to negotiate with Proponents on any procurement.

CBC / Radio-Canada is soliciting proposals to enter into a service agreement with the successful bidder for the supply of a product analysis solution.
The English Services Digital Strategy and Products group creates digital experiences for Canadians. They use these products to stay informed about the world they live in, to have fun and to interact with their community. The Strategy and Digital Products teams aim to continually improve these experiences with the goal of building stronger and lasting relationships with the Canadians they serve.
This RFP is of interest to 15 multifunctional teams within the Strategy and Digital Products group who regularly iterates, starting from the cycles of creation, measurement and learning to achieve the goals mentioned above. The main objectives of this RFP are:

A product analysis interface that enables CBC / Radio-Canada product managers and developers to examine and understand the quantitative impacts of their product feature decisions in order to accelerate the creation, measurement cycles and learning.
A product analysis platform on which CBC / Radio-Canada product managers and developers can create custom instrumentation to detect user signals and behaviors to better understand how they interact with our products.

2. MANDATORY REQUIREMENTS TO PARTICIPATE

This RFP is open only to bidders who are able to meet each of the mandatory requirements set out below and who have demonstrated this in their written request for the RFP documents:

The Bidder's Software as a Service must include a codeless user interface that enables CBC / Radio-Canada officials to analyze and answer questions about the quantitative impacts of product functionality decisions.

6. RECEPTION OF PROPOSALS

The tenderer is solely responsible for the timely receipt of its proposal by CBC / Radio-Canada. The bidder cannot transfer this responsibility to CBC / Radio-Canada.
