Description

1. SUMMARY OF REQUIRED SERVICES:
The objective of this Request for Proposal is to identify a Proponent to perform pre-employment screening during CBC/Radio-Canada’s talent acquisition process. CBC/Radio-Canada seeks a Proponent that will perform and be accountable for the pre-employment screening process from beginning to end.

2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements.
Geographic coverage
CBC/Radio-Canada is a Pan-Canadian organization.
The Proponent must have the capability to perform verification of all candidates across Canada. In their proposal, Proponent shall define the approach/process used to perform verification where they do not have offices. Refer to Appendix A5 for a list of locations where Radio-Canada has offices and stations.The Proponent will also identify all their Canadian offices.
Bilingualism
The Proponent must be able to provide the services listed in this Appendix in both French and English, during regular business hours. It is important to remember that CBC/Radio-Canada is a pan-canadian organization. The Proponent shall specify what are the support hours offered.
The following shall be available in both French and English

Technical support for candidate and CBC/Radio-Canada
User interface of all tools proposed
Outputs such as reports
Training & User Guides
Any documentation

International Verification
The Proponent must be able to validate education and professional references internationally.

HRIMS Integration
The proposed solution must be compatible with the Workday solution (HRIMS). The Proponent will include in his proposal a timeline, budget and all the technical (including the minimum version or configuration requirements) and professional requirements necessary for a successful integration to the Workday platform.The Proponent is to demonstrate at least 1 (one) successful integration of its solution to the Workday platform.

3. TO OBTAIN THE RFP DOCUMENTATION

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # HR20201130) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.merx.com) no later than February 22nd, 2021 at 8:00:00 pm, Montreal Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

Proponent must submit its Proposal electronically using the MERX website.
The Proposal must be submitted in two (2) distinct sections and each page should clearly indicate the name of the Proponent, the name of the document, and the number of the RFP (see number on cover page of this document):

Services (non-financial) Proposal: The Proposal must include all appendices (excluding the pricing appendix) and must be submitted in two (2) distinct files:
- one complete single PDF file (non-protected) and;
- one file of each document in its original software application format (Word, Excel etc) and without read/write protection.
