CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for Over-the-top (OTT) Application Development.

An Agreement resulting from this RFP may potentially be a multiyear agreement with potential option(s) to extend, to be further defined in the RFP.

1. SUMMARY OF REQUIRED GOODS/SERVICES:

The key requirements in issuing this RFP are as follows:

CBC/Radio-Canada is seeking proposals to establish a Goods/Services Agreement with the successful proponent(s) for the provisioning of OTT applications that will serve to:

Extend CBC/Radio-Canada’s OTT offering to the following platforms: MediaRoom Windows CE, MediaRoom Linux 4K, Comcast Xfinity, Samsung Tizen, LG, Xbox, Playstation, Roku.
Build and maintain French and English OTT applications on behalf of CBC/Radio-Canada.
Support the following user behaviours on each of the applications: logging in, browsing, watching content, among others.

CBC/Radio-Canada will be responsible for the hosting and management of all videos, lineups and user information. This data will be made available to the successful proponent via APIs.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:

Business Mandatory Requirements

The proponent must have experience building and maintaining applications for one or more of the following platforms: MediaRoom Windows CE, MediaRoom Linux 4K, Comcast Xfinity, Samsung Tizen, LG, Xbox, Playstation, Roku.
The proponent must be able to build and maintain the applications in French and English.
The proponent must be able to integrate with CBC/Radio-Canada’s RESTful APIs to retrieve media, subscription and user information.

3. TO REQUEST THE RFP DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. Here is the link to the Merx Quick Get Started Steps

To obtain the RFP Documentation, Proponents must submit a written statement completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.

The proponent must be registered with Merx Canada. Once registered, the file containing the above documents is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid.

The document(s) to be completed and signed must be sent to the CBC/Radio-Canada Representative for this RFP (see item 4 below for co-ordinates).

Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download, no earlier than 13, November, 2020.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # DP20201106) in the “Subject” of the e-mail.

Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFP process.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than 11, December, 2020 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

Note:

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

CBC/Radio-Canada sollicite des propositions de l’industrie en réponse à sa demande de propositions (« DP ») pour le développement d’une application par contournement.

L’entente conclue à la suite de cette DP pourrait être pluriannuelle avec une ou des options de prolongation, a définir ultérieurement dans la DP.

1. SOMMAIRE DES BIENS ET SERVICES REQUIS :

Les principales exigences de la présente DP sont les suivants :

CBC/Radio-Canada souhaite obtenir des propositions qui permettront d’établir avec le soumissionnaire retenu un contrat de biens/services relatif à la fourniture d’applications par contournement qui servira à :

Étendre l’offre de services par contournement de CBC/Radio-Canada aux plateformes suivantes : MediaRoom Windows CE, MediaRoom Linux 4K, Comcast Xfinity, Samsung Tizen, LG, Xbox, Playstation, Roku.
Concevoir et maintenir des applications par contournement en français et en anglais pour le compte de CBC/Radio-Canada.
Soutenir les comportements suivants des utilisateurs sur chaque application : ouverture de séance, navigation, visionnement du contenu, entre autres.

CBC/Radio-Canada sera responsable d’héberger et de gérer toutes les vidéos, les enchaînements et les informations des utilisateurs. Ces données seront communiquées au soumissionnaire retenu via API.

2. EXIGENCES OBLIGATOIRES POUR PARTICIPER :

La présente DP est ouverte seulement aux soumissionnaires qui sont en mesure de satisfaire à chacune des exigences obligatoires énoncées ci-après et qui l’auront démontré dans leur demande écrite pour obtenir les documents de la DP :

Exigences obligatoires

Le soumissionnaire doit avoir de l’expérience dans la conception et la maintenance d’applications pour l’une ou l’autre des plateformes suivantes : MediaRoom Windows CE, MediaRoom Linux 4K, Comcast Xfinity, Samsung Tizen, LG, Xbox, Playstation, Roku.
Le soumissionnaire doit être capable de concevoir et de maintenir les applications en français et en anglais.
Le soumissionnaire doit être en mesure d’intégrer l’application avec la solution RESTful de CBC/Radio-Canada pour récupérer les données média, d’abonnement et des utilisateurs.

3. DEMANDE DES DOCUMENTS DE LA DP

Tous les soumissionnaires doivent se procurer les documents de la DP par Merx (https://www.merx4.merx.com/cbc) le système utilisé par CBC/Radio-Canada pour la gestion des appels d’offres. Afin d’obtenir les documents de la DP, le soumissionnaire doit fournir une attestation écrite et signée par un représentant dûment autorisé qui confirme qu’il respecte toutes les exigences obligatoires décrites dans les documents.

Le soumissionnaire doit être enregistré auprès de Merx Canada. Une fois cette étape terminée, le fichier contenant les documents mentionnés ci-dessus est classé dans la section Acceptation requise de cette proposition. On peut y accéder en cliquant sur « Placer une soumission ».

Le ou les documents à remplir et à signer doivent être envoyés au représentant de CBC/Radio-Canada responsable de la présente DP (se reporter à la section 4 ci-dessous pour ses coordonnées).

Après réception du ou des documents requis et de l’évaluation positive par CBC/Radio-Canada des propositions de votre entreprise, vous recevrez un courriel de Merx indiquant que les documents de la DP sont prêts à être téléchargés, au plus tôt le 13 novembre 2020.

Veuillez noter que CBC/Radio-Canada n’est pas responsable de la distribution de ces documents.

4. COMMUNICATIONS AVEC CBC/RADIO-CANADA

À cette étape-ci du processus de la DP, toute communication avec CBC/Radio-Canada doit se faire par courriel seulement et être adressée au représentant de CBC/Radio-Canada responsable de la présente DP, dont les coordonnées figurent ci-dessous. Tous les courriels se rapportant à la présente DP doivent comporter le numéro de référence de la DP (DP no DP20191101) dans la ligne de mention « Objet ».

Les soumissionnaires peuvent avoir des questions ou avoir besoin de clarifications ou d’autres renseignements ou découvrir certaines omissions ou ambiguïtés. Dans un tel cas ou en cas de doute sur le sens de toute partie de la présente DP, les soumissionnaires doivent soumettre leurs questions par l’intermédiaire de Merx au plus tard à la date spécifiée à la PARTIE I : INTRODUCTION, Tableau 1 : Dates critiques du processus de DP du document principal.

5. RÉCEPTION DES PROPOSITIONS

Les soumissionnaires doivent soumettre la version électronique de leur proposition sur le site Internet MERX (www.MERX.com) au plus tard le 11, décembre, 2020 à 20 h, heure de l’Est.

Le soumissionnaire est le seul responsable de la réception en temps voulu de sa proposition par CBC/Radio-Canada. Le soumissionnaire ne peut transférer cette responsabilité à CBC/Radio-Canada. L’horloge MERX sera utilisée pour indiquer l’heure de réception de la proposition, que l’heure indiquée sur cette horloge soit exacte ou non.

Les propositions partielles, ainsi que les modifications ou révisions s’y rapportant, qui parviennent à CBC/Radio-Canada après la date et l’heure de clôture de la DP ne seront pas acceptées.

Remarque :

Ce contrat d’approvisionnement est assujetti au chapitre cinq (contrats d’approvisionnement du gouvernement) de l’Accord de libre-échange canadien.

CBC/Radio-Canada se réserve le droit de mener des négociations avec des fournisseurs pour tout contrat d’approvisionnement.
